Since September 1, 2026, France's e-invoicing reform has officially entered its first phase. Around 4 million French companies will ultimately be affected, according to figures from modernisation.gouv.fr. Yet according to the 2026 Henrri barometer, 6 out of 10 small business owners admit the reform still feels like a foreign language to them. Another OpinionWay survey found that while 86% of small business leaders have heard about the reform, only 35% know its content in detail.

This gap is risky: between obligations that already apply and those arriving in 2027, it is better to understand the mechanics now rather than discover them under the pressure of a tax audit or a supplier who no longer accepts paper invoices. What is already mandatory since September 1, 2026

The reform rolls out in two stages, and it is essential not to confuse them.

  • Receiving electronic invoices is mandatory for all companies, including small businesses and micro-enterprises, since September 1, 2026. In practice, your company must be able to receive an invoice in electronic format sent by a supplier.
  • Issuing electronic invoices and e-reporting become mandatory on the same date, but only for large companies and mid-sized companies (ETI in French).

In other words, if you run a small or mid-sized business, you do not yet have to issue your sales invoices in structured electronic format. But you must already be able to receive them, which means you need to be connected to (or hosted by) a registered platform.

What is coming in 2027 for small and mid-sized businesses

Starting September 1, 2027, the obligation to issue electronic invoices and to perform e-reporting will extend to all small and mid-sized businesses and micro-enterprises. This is the milestone that directly concerns the vast majority of French entrepreneurs, and it is closer than it looks: choosing a compatible software, connecting to a registered platform and training teams typically takes several months.

Waiting until late 2027 to look into it means risking a rushed choice of a poorly suited solution, or wasting time on invoices rejected for an incorrect format.

Understanding the three key concepts of the reform

The Factur-X format, designed for small businesses

Factur-X is a hybrid format that combines a human-readable PDF with structured XML data readable by machines. It was specifically designed to remain accessible to small and mid-sized businesses without a dedicated accounting department, unlike purely XML formats such as UBL or CII, more common among large accounts.

The Public Invoicing Portal (PPF), a directory, not a tool

The PPF no longer acts as a universal transmission platform as originally planned. It now plays the role of a central directory and a repository for the invoicing data sent to the tax authorities, but the actual sending and receiving of invoices goes through registered platforms.

The registered platform (PA), the mandatory gateway

Every B2B electronic invoice must pass through a platform registered with the DGFiP, the French tax administration. According to the official register, 166 platforms were registered by the end of August 2026, out of 178 initial candidates. Many invoicing and accounting software packages already used by small and mid-sized businesses have partnered with these platforms, which simplifies the switch if you are already equipped.

What does inaction cost? The penalties to know

France's 2026 finance law set a penalty scale for non-compliance:

  • 50 euros per invoice issued in a non-compliant format, capped at 15,000 euros per year per company.
  • 500 euros for each failure to meet the e-reporting obligation.
  • 500 to 1,000 euros for not using a registered platform at all, a penalty that can be repeated every quarter if the situation persists.

The Ministry of the Economy has announced a tolerance period for the rest of 2026, giving companies time to get organized. But this tolerance remains a communication stance, not a change in the law: it does not cancel the planned penalties, and it is still recommended to build a compliance file now, documenting your efforts, which will be useful in case of a later audit.

According to the DGFiP, the generalization of e-invoicing should generate around 4.5 billion euros in annual savings for French companies, notably through shorter payment terms and less manual data entry.

The 5-step checklist to automate your invoicing before the deadline

1. Take stock of your current tools

List your invoicing, accounting and sales management software. Check with your provider whether it already offers a connection to a registered platform or has announced an update schedule.

2. Choose a registered platform suited to your volume

With more than 150 platforms registered by the DGFiP, offerings vary widely in features and support. For a small business issuing a few dozen invoices a month, a simple offer integrated with your existing invoicing software is largely sufficient.

3. Connect invoicing, accounting and customer follow-up

This is the moment to rethink the whole chain: quote issuance, conversion into an invoice, automatic sending, reminders in case of late payment. 4. Train your teams and prepare for the dual-track period
